The median of Valley Circle Boulevard (from Ingomar to Bell Canyon) is a pretty strip of road. But it'll be even prettier after the indefatigable West Hills Neighborhood Council spends Big Sunday trimming the plants that are there now, and then planting lots of new plants, too.
